UPDATE 1-Tesoro restarts Anacortes crude unit -Washington

HOUSTON, Oct 20 (BestGrowthStock) – Tesoro Corp (TSO.N: ) told a
Washington state agency that the crude unit at its 120,000
barrel-per-day (bpd) Anacortes refinery has restarted for the
first time since a deadly April explosion, an agency spokesman
said.

“We were informed yesterday that they had restarted some
units at the refinery,” said Hector Castro, spokesman for the
Washington Department of Labor and Industries, on Wednesday.
“They started with the crude unit.”

A Tesoro spokesman declined to discuss operations at the
refinery.

“We can’t comment on any reports concerning our
operations,” said Tesoro’s Lynn Westfall.

Castro said Tesoro had told the agency it planned a phased
restart of the plant.

Sources familiar refinery operations had previously told
Reuters that Tesoro planned to return the refinery to
production by the end of October. [ID:nN12215037]

Tesoro has declined to discuss operations at the refinery
since the Labor & Industries Department levied $2.38 million in
fines against the plant for the April blast the claimed the
lives of seven workers.

The department’s investigation found the explosion could
have been prevented by proper inspection and maintenance of a
heat exchanger, which failed catastrophically while operating
on April 2.

A crude unit does the initial refining of oil in a
refinery, turning the crude into feedstocks that are then made
into gasoline, diesel, jet fuel and petrochemicals.
